I have two comments to make on this proposed rulemaking:
1. HUD's stated mission is to increase home ownership, support community
development and increase access to affordable housing free from discrimination.
While this program is taking steps to ensure the first two of these goals, I am
worried that the third - increased access to affordable housing – is being
neglected here. Eligible buyers who meet certain economic or demographic
criteria are required to stay in homes obtained from HUD (via a purchaser) fro
at least 3 years. This proposed rulemaking is silent as to what will happen if
the buyer chooses to move after these 3 years. I urge that HUD implement a
regulation that requires the assets to remain occupied by low-income or
medium-income individuals upon potential resale past this 3-year mark.
2. I support HUD’s inclusion of teachers, police officers, and
firefighters/emergency medical technicians as a separate category of eligible
buyer, exclusive of income level. I urge that HUD expand this category to
include a variety of mental health professionals, including clinical social
workers, mental health counselors, substance abuse counselors, mental health
technicians/aides, and case managers. Including these individuals will bolster
HUD’s objective to improve the quality of life in distressed communities by
encouraging professionals, whose daily responsibilities address vital needs of
the community, to purchase homes in these communities.
