I think the "Hold Harmless" Policy should be eliminated. We are now seeing families of all incomes applying for Section 8 Housing. Many of these families make more money than the people working in the Section 8 office, which tells us that the income limits might be too high. If "Fair Market Rents" can be lowered then I believe that Income limits should also be lowered if justified.
