In reviewing the definitions of the HUD Proposed Rule: SAFE Mortgage Licensing Act: HUD Responsibilites under the SAFE Act I have a concern with the definition of a "State".
According to the wording, "State means any State of the United States, the District of Columbia, any territory of the United States, Puerto Rico, Guam, American Samoa, the Trust
Territory of the Pacific Islands, the Virgin Islands, and the Northern Mariana Islands".
It is my understanding that the Trust Territory of the Pacific is no longer in place, and all the former counties in the trust have now become individual countries and under the compact of free association with the USA. I believe that this reference to the Trust Territory should be removed or reclassified so that it is entirely clear what the definition of a state includes, as well as what it does not include.
