Comment 1: On-site completion is is th manufacturers trying to shift burden to retailers and installers and shirk their responsibility.
Comment 2: The HUD inspections at the plants instill confidence and give a standard to local code officials. Confusion will result.
Comment 3: The factory responsibilities need to remain as is. There does not need to be any dilution of quality, safety and reliability in manufactured housing.
Comment 4: Optional items need to be installed during the manufacturing process to maintain safety and reliability and ensure that consumer confidence does not erode. Manufactured homes areattempting to gain confidenceof the public as a value alternative to stick built. We do not need to return to the perception of manufactured housing as "trailers" .
