I own Smoke-Free Housing & Travel, LLC in Helotes, TX. One of my dbas is Smoke-Free Housing Consultants. I receive calls and emails every day from people all over the United States because they are being forced to breath secondhand tobacco smoke from a neighbor's aparrment, condo or backyard.
There is no way to stop the smoke from entering the air space of other renters or homeowners. (Please see me web site www.s-fhc.com for more information.)
Any building where smoking is allowed cannot be a healthy home environment. Safe and Healthy Homes should require that any property designated safe and healthy be completely 100% non-smoking. This should include all apartments, condos and even single family neighborhoods. The smoke does not stay in a backyard, but travels into the neighbors' yards and thourgh windows filling thir homes with tobacco smoke.
