One characteristic of a Safe and Healthy Community should be one where residents are protected from involuntary exposure to secondhand smoke, a carcinogen for which there is no safe level of exposure. A policy that prohibits residents, guests and staff from smoking inside, near, and ideally anywhere on the property would helps keep the air safe and healthy for everyone.
A Safe and Healthy Community where smoking is permitted anywhere and residents are exposed to secondhand smoke is a contradiction.
