Hello, If I am not mistaken the language in "Sec. 580.23 Eligible activities." will prevent several vendors of HMIS systems from continuing to provide the hosted service since they are technically a vendor and not the HMIS Lead for a region. This alone should be rejected as nearly all major CoC and regional HMIS systems are hostsed by a vendor to lower overall operating costs for the CoC. This change would cost the agencies mandated to use such a system a huge amount of additional money in operating and infrastructure costs.
