Proposed Changes to Section 232 Regulations and Regulatory Agreements: Item #4 Concerning to Additional Restrictions on Payments to Affiliates: This would severely curtail normal transactions between closely held or family oriented Owner/Operator relations. It is one thing to require the Property Owner to follow HUD guidelines when making distributions, but to restrict the operator to all types of payments, including distributions. Normal salaries would severely limit wise business choices. It would further limit operators doing business with Pharmacies and Therapy Companies and would impose unnecesary control and hinder competitive bidding arrangements.
