I believe this is a bad idea for HUD to adopt a Smoke -Free Housing Unit policy for their Public Housing Units. The Federal Government has already banned smoking near doors of all public buildings, this is all that should be required for Public Safety.
Rental Units either Public or Private should be left alone as these Renters pay their rent to live in the environment they chose to live in, and nobody else is harmed. If renters desire to smoke in the privacy of their own rented unit, regardless of whether it is a public housing unit or a private rental unit that should be their choice, as they pay the rent required of them and they create the environment they wish to live in.
It would be Discriminatory, Morally, Ethically, and Legally wrong to tell a Renter of a Public Housing Unit that they can no longer use the unit as they wish claiming the public safety issue that the smoking bothers other tenants. Especially when the units are themselves separated by doors, walls,and windows with no air-vents between units.
