Firstly, prior to finalizing all these rules, statistics should be gathered and compared to exposure to vehicle exhaust as well as factory exhaust. Animals, outdoor animals, are getting cancer just as humans are and they are not exposed to tobacco smoke. It is important to explore other causes and it is my belief that auto exhaust is likely causing as much, or more, issues than tobacco smoke. Government seems to spend more time and money on tobacco smoke at the detriment of seeking out other causes that are more prevalent in our society. Secondly, smoking is not against the law nor is it an illegal substance. Therefore, every property or business should provide a "smoking area" and not be permitted to go totally smoke-free.
