The proposed definition of chronically homeless is too restrictive. As a result, it will force persons with no home into much longer shelter stays as they wait to qualify as chronically homeless for permanent supportive housing. In turn, this will create longer wait lists for shelter beds, more emergency care, etc. All of this is in direct contradiction to a Housing First goal.
