Allowing tenants to make $50 payments on a pet deposit does not serve the community's needs.
1. It is an administrative burden to track the payments
2. More importantly, a pet can do substantial damage before the full amount of deposit is collected.
A dog that has not been walked frequently enough by an elderly (perhaps physically impaired) person can destroy the carpet by soiling it. This also becomes a health hazard for other residents and staff.
