Interim Final Rules Under the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008

I understand that State governments can opt out of Wellstone/Domenici for their employees. This eliminates millions of public employees from parity in receiving mental health and addiction parity. If this is true the opt out should only be until a definite date and not be perpetual.
