In my capacity as a professional , and a relative of persons with mental illnesses and drug and alcohol abuse , the two factors go hand in hand in forming a disabling effect of the lives of the individuals and their entire community and as such should be allowed disability if there is significant ( usage for more than a 2 year period) dependency of drug usage for any type of normalcy to be felt in their lives. Many today are addicted to prescription medication prescribed by physicians and their battle for and against withdrawals is tremendous. When the addiction and mental illness is present, it is a crippling and death dealing episode. Case in point , the number of deaths in the Reservoir Hill Area of Balto Md. In conclusion, I truly feel strongly that these persons should be allowed a disabilty status. Thank you
