Currently Oregon-licensed tax preparers are required to attend 80 hours of training prior to receiving a license. As a newly trained preparer I have recently attended training for 4 hours per day, twice a week for a three-month period at the end of which I took a 5-hour examination in order to obtain my license. I am required to keep my license active by taking 30 continuing education units per year. Cost of initial training and licensure was $395.
As trained professionals, Oregon tax preparers should be grandfathered in under the proposed IRS regulations. They are certainly more than adequately qualified per the proposed requirements and there is little question that they could qualify under the new rules; therefore, they should need no further training and/or monetary outlay to obtain a Federal license. Failure to grandfather this group would place an undue and unfair burden on these individuals.
