The proposed will be very burdensome on small businesses. Not all small businesses have computers. The one's that do have computers do not all have up to date security software and become prey for trojan horses. Computers do not fit into the business operating methods of all businesses. Are you going to furnish computers to all businesses? Are you going to furnish security software? Some businesses and some people do not want anything to do with computers because they are viewed as an unnecessary expense or they do not have the skills to operate them. Your proposed regulation will cause security problems for many small businesses and perhaps the federal payment system. I suggest you have an "opt out" provision or rethink this proposal. Do you have the authority to require businesses to buy computers? I realize we live in an electronic age but not everyone embraces electronics.
