We urge the National Archives withdraw this Section of the proposed rule. Making such a significant change to the rules implementing an important law for public access to presidential records, by changing the procedures for review of these documents by former president, should not be done in combination with other actions. Such changes merit Notice for comment, in and of themselves, so that all interested parties are informed of the proposed change and have an opportunity to comment. The manner in which this significant negative change has been proposed in inappropriate and, in light of the recent court decision noted in the attached comments, it is improper.
