I am in favor of the Anthropomorphic testing, in this case which 10 year old dummies will be tested for child safety in vehicles. Working for a baby retailer, I get questions every day about convertible and booster car seats for children 60 lbs and up.
This testing is a great idea for preemies or children with disabilities whose growth is much slower than other children. They tend to stay in car seats much longer and then staying in booster seats even longer. Testing up to 80 lbs for booster seats has become the new safety precaution for most concerned parents.
All vehicles should be equipped with the two types of safety belts. It should be mandated by hospitals to not only allow the child to leave the hospital if they have an infant seat, but to also ensure the vehicle is equipped with the correct seat belts and installed properly.
As testing continues and advances occur there must be a way to provide a smooth transition for installation of the seat belts. Some older vehicles may not be equipped properly and the parent should not have to invest in another vehicle in order for their child to meet NHTSA standards.
