putting speed limiters on class 8 vehicles is not going to make them any safer. Drivers are the safety factor and an unsafe, irresponsible driver will continue to be unsafe and irresponsible with a speed limiter equipped truck. You really should drive on a stretch of interstate and watch two governed trucks jockey for position because neither one can pass each other for they are both set at 68 mph, they create a bigger hazard. the responsibility for maintaining a safe travelling speed should remain in the hands of the driver, it needs to be taught and reinforced, a mechanical device is no replacement for proper training.
