I understand that through the proposed guidelines that a state agency will be
collecting all of a states individual applications and submitting one state
request. A few comments on this: Which state agency will be responsible for
rolling up the entire states applications? Are the agencies staffed to do that
or is part of this grant going to fund a states review and staffing? Is there
going to be a list of those state point of contacts published for all to review
or have access to in order to ensure individual jurisdictions requests are
met/heard?
I would recommend that the NHTSA collect all applications, review and award the
monies. This ensures that ALL of the money will be awarded directly to the
individual agencies that need it as opposed to bleeding off the dollars to
admin/handling fees at the state level. This would also ensure that the
national needs are met as opposed to what a State believes to be important; this
is a national allocation for a national initiative and ultimately the national
personnel should make the decisions on what agencies deserve the funding.
The Act authorizes more than $1.25 Billion but only slightly more than $40
Million has been appropriated; give as much of that to the people who need
it as possible.
