I think lockability of seat belts should remain a requirement for automobile manufacturers for the following reasons: 1. If a child over 48 pounds is placed in a 5 point harness system, the car seat must be installed using a seatbelt. 2. If there are three car seats in the back seat of a vehicle, the requirement is for two seating positions to have a lower anchor system. That means the third seating position will require installation with a seat belt. 3. If a family must move a car seat from vehicle to vehicle, it is frequently far easier to disconnect a seatbelt than the lower anchorage system. Families will want to use a seatbelt in these instances. The same situation arises when the family is installing a car seat into a taxi and will want to remove the seat at the end of the trip.
