As a CPST I would have to say this is a step down for the safety of our children. The lower anchor weight limits are between 40-48lbs. What about higher weight harness seats that keep children in a 5pt harness until 65, 70 and even 80lbs? Parents will have to use a locking clip once they reach the lower anchor weight limits. So many parents think a child restraint is "locked" just by taking the male end and buckling it into the female end. They have no concept of "pre-crash" locking seat belts. Many parents are intimidated by locking clips and think they are complicated. Parents don't take the time to read their owner's manuals now! Do you think they will take the time to learn how to use a locking clip? Why change a good thing? All seat belts should have a physical way of locking them either by ALR, locking latch plate or switchable.
