Seems to me this will only increase the manufacturer's cost of making a compliant helmet, which will be passed down to the consumer, of course. From what I've seen, the law enforcement agencies can't figure out a way to enforce what's in the regulations now, without complicating and revising the standards even more. Sounds like a recipe for a larger disaster.
