My comments are as follows:
1. I feel the need to have "vehicle application" to be a majorpart of this regulatory change is critcial to all of the highway and bridge maintenance equipment owned and operated by State and local goverments.
2. Some applications in vehicle class sizes 3 through 8 required more aggressive tires to perform it's duties and this would have an impact on being able to meet this new proposal as drafted.
3. If State or local goverments can not set up various types of equipment to perfom jobs such as snow & ice control, and other applications that require vehciels to travel off road it will have a critical impact on keeping the highway system open especially in snow belt states.
4. I am submitting a request that this new proposal include "application" based equipment used for State or Local goverments to be either excluded from this proposal or the new propsosed regulations defer certain types of equipment based on thier application type from this regulatory change.
