Gentlemen - With regards to exemptions for the Terrafugia Transition: 1. I believe the polycarbonate windshield is a better alternative for a dual use vehicle, specifically as it relates to in air bird strikes. In addition, it would provide adequate protection while the vehicle is being driven. 2. It would appear that electronic stabililty control is not warranted due to the lower center of gravity of the Transition. With a lower center of gravity and a wider wheel base it would be unlikelyl that a rollover would occur. 3. Given the design of the vehicle, it is unlilkely that a unbelted out of position child would be in the vehicle. Therefore, it would appear that advanced airbag systems are not warranted. 4. With regards to the use of DOT rated wheels and tires, it would appear that the proposed equipment would be suitable and provide an appropriate safety margin during both take off and landing as well as while being driven on the highway. Finally, in my estimation the design and engeneering of the Transition, particularly as it relates to its designed safety features, specifically its composite construction and suspension, would provide an adequate safety margin under most circumstances. Sincerelly, Kenneth J. Ramsey
