Projecting the cost of implementation of this rule as $2 Billion and the number of lives saved as 150 the actuarial cost of each life saves is $13.3 Million. The Agency should consider the burden upon the public of the additional cost, which is nothing more than a hidden tax. There are equally effective, less costly alternatives, but when you are spending the people's money, no expense seems to be too great.
