I favor the No Action alternative. The addition of sound into the urban or rural road environment is an impact on the existing cumulative background sound. Unwanted and offensive background noise, especially in urban environments, is already great, so adding any more to it would make a bad situation worse. The reduction of noise impacts should be a goal. The adverse impacts of the existing background noise is well documented on wildlife and on people -- increasing our stress-related health problems. Based on the cumulative adverse impacts of noise, please reconsider this proposal and select the No Action. Thank you.
