This regulation is just one more absurd, contradictory tail chasing exercise. The effort to make cars quieter has been on-going for many years. Traffic noise has been, and continues to be, a continuous low level irritant. And this proposal would have us deliberately add more noise. I would strongly suggest that the drafters of such a silly rule should go have a conversation next to a busy local street and then say how important an added noisemaker to ever car is.
