The concept of adding yet another level of cacophony to our astoundingly noise-polluted environment is working backwards to Babel. Hybrid cars are not silent – they make plenty of tire noise. It’s the noise level of the surrounding environment. Regulations, if there must be any, should address this. Combustion engine cars are the most pervasive source of noise pollution in this country and hybrids promise to reduce this at the point-source. Yes, there is a safety issue - so equip hybrids with an infrared beam (cheap - those iPad pens use them) and provide a detector in phone apps/belt clips/canes for the blind. The signal becomes specific to the person who needs it and does not bother others or contribute to the horrific din that is modern life. Please encourage intelligent ways of solving this problem... this is the worst idea since car alarms.
