I have driven an electric car for about 28 years without any safety issues. However, in the last couple of years, I've seen many college students and teenagers walk right into traffic (regular gasoline car traffic) because they are busy talking on a cell phone or playing with a mobile device of some kind. It seems the problem is not due to the quiet nature of the electric car, but to the inattention of these unconcerned pedestrians. I think public education about paying attention is what is really what you want. Generating additional noise is not necessary.
