I think this proposal (NHTSA-2012-0038-0001) is totally unnecessary and people need to pay more attention to operating their vehicles. Before all the distractive behavior started like talking on phones, texting, and the like, people concentrated more on operating their vehicle. Also, radio volume should be limited so drivers can hear the traffic around them. Cars also need less distractive installed options. So, I guess what I am really saying is "people use some sense and take responsibilty for your actions and inactions when driving, use your head." Thank you very much.
