Regarding the Brake-Throttle Override proposal, initially it seems like a good idea. However, as currently proposed it would seriously impair the pleasure of driving enthusiasts who like to use heel & toe braking in recreational events such as auto-crosses. Some highly competent drivers also like to use this braking method in normal driving. The proposal would ONLY be acceptable if manufacturers provide an override mechanism for drivers who don't want the feature, or don't want it all the time. If an override is provided, then this would be a good feature to have. However, the bottom line is that you can implement all the regulations you want, but you can NEVER completely protect idiots and incompetents from their own stupidity. No matter how many regulations you add, they will always find another way to hurt or kill themselves or others. Meanwhile, the extra regulations are an unnecessary burden on responsible, competent drivers, who have a right to enjoy their driving. It would be better to spend time and effort educating people in the hope they become better drivers, as well as taking steps to encourage them to pay more attention to their driving instead of their phones, etc.
