I do not believe that submitting data elements is wise without a clear understanding of the use of these data elements in future studies. It would be much better if you would solicit stakeholders to submit "use cases" that illustrate what they hope to get out of the use of the data. These use cases can then be turned into data requirements that are assured of satisfying many, if not all, stakeholder needs. I appreciate your request for comments.
