You cannot throw people's livelihood into a pot and draw. As long as an individual has met the requirements to be licensed and is in good standing then they have the right to make a living charter fishing. This country is going to crap, we allow illegal aliens to come , work send their money back to Mexico but we want to take jobs from hard working Americans. Limit the catch not the opportunity for people to work. You want to take my job, ok, then pay me unemployment when I am out of work.
