I find your comments in the fourth paragraph of the bulletin "fisherman would not
be guaranteed future participation in the fishery regardless of their entry date or
intensity of participation in the fishery before or after the control date under
consideration" to be completely un-American, inflamitory and I admonish you for it.
NOAA fisheries is not God nor are they a ditator and this is America a free country
governed by the people. If the writter of this Bulletin is looking for a fight him or her
is off to the right start. "With that said"
I have opperated Sea Boots Charters in the Florida Keys since 1978 and have
fished the South Atlantic for more than fifty years. With working water front
properties becoming so valuble, the large increase in fuel prices and slowing
economy its seams to me that there are less participants in the for-hire fishery not
more. Here in the Keys wet slips for 40 foot boats are selling for $450,000.00. A
water front lot on a canal suitable for a charter operation sells for $380,000.00.
More than half of the now operational charter boat docks are being converted to
condo's and not affordable to fisherman. Boat yards are also being converted. I do
not see the need for controls at this time. Supply and demand will control the for-
hire boats.
