As a fisherman presently in this fishery, I feel that a moritorium should be placed on new entries only (not existing permits) allowing fisherman presently in the fisheries to continue. However, if the number of fishermen exceeds commission guidelines I think a number of avenues could be taken such as: no sell or tansfer of charter head boat permits. Failure to renew would terminate permits. Conviction of a game fish violation would revoke a fishermans permit. A closed season for the charter head boat industry such as the grouper fishery in the Gulf of Mexico. Six-Pack permitted boats should be capable of carrying up to six passengers, vessels unable to carry six passengers could be excluded.
