The MPA's are a good idea, but how are you going to enforce the closure? You propose to allow other types of legal fishing in these areas. To me this means charter and sport fishing, correct? As these two groups are now the principal users of the snowy grouper resource ( look at this years landings for the commercial sector), you will be hard pressed to get them to not drop a line to the bottom when they are there and no other boats (white with red stripe) are watching. Seems that you are wasting alot of money on unenforcable regulations.
