MPA's are a bad, bad, bad management tool!!!!! 1) Proper management of fisheries: a) size and bag limits b) closed seasons (if neccessary) 2) You can not enforce them properly even if I agreed with their management validity. 3) The USCG and HOMELAND SECURITY have enough to patrol with drugs, illegals, and threat of terrorists. Are you out of your minds heaping this on them? I keep my boat right next to them here in Islamorada. 4) GPS tracking devices? What an infringment on our freedom and privacy 5) now I have to be worried if I'm 100 feet within or with out some phantom line offshore to catch a snapper or grouper for my clients. 6) please do not do this!!!!!!!!!!!!!!!! 7) Keep management simple, so all can easily abide by the regulation!!!!!!!!!!!!!
