Determining the number of anglers, where they fish and which kind of fish they harvest is mandatory information necessary for the management of marine resources. Knowing what is actually caught in federal waters is the missing piece of the puzzle and as a life long angler I know how important this information would be. The fee doesn't have to be large because there are those who have a very hard time making ends meet under our present economic situation, but fishing in federal waters is a privilege worth paying for to gather needed data.
