You may submit comments, identified by ``RIN 0648- AW23'' I protest the discrimination between guided sport fishermen and the rest of the sport fishermen: between the sport fisherman who does not own a boat or else didn't find it practical to tow his boat behind him to alaska for his fishing, and the sport fisherman who does have a boat but is not legal to carry paying passengers or doesn't care to. I would think that having purchased a license to fish, anyone should have an equal opportunity to fish.
