The proposed regulations should be expanded to include all non-resident sports fishermen within the State of Alaska. Over 95% of charter clients are non- residents, however, as written the proposed regulations exclude bare boat charters and non-resident fishermen that keep a boat and/or vacation home in Alaska. Within the community of Pelican we have at least a half dozen non-resident fishermen that maintain a house or cabin and a boat. The non-resident fisherman that utilize their own boat or a bare boat charter should not be given a greater access to the Halibut resource than non-resident fisherman on a guided sport charter boat.
