Along with the recommendations of the American Tunaboat Association, of which we are a member, we recommend that priority consideration be given to vessel owners who were licensed under the Treaty when the number of licensed vessels were at its low in 2007. It is our opinion that these owners were fully invested the U.S. tuna purse seine vessel industry when interest was waning and contributed to the renewed interest in the revitalizing the industry. These owners should be given first priority on any existing or future licenses that become available. Sincerely, Management of Tradition Mariner LLC
