instead of helping the public to comment on proposals, as you can see from the
attached, this agency tries to shut the public out. nagging and insisting that they
cant take an e mail and treat it the same as a letter - why not? another stupid
bureaucratic govt agency rule like the proposals where they allow the complete
overfishing to take place day after day after day.
