My concern with this Amendment, is it will require a Federal permit to sell any
and all Grouper and Snapper. I hold a valid State Commercial license with a
restricted spieces, this at least allows me to sell my catch, including a
recreational bag limit on Grouper and Snapper. The biggest problem is the Federal
Fishery does not issue any further Federal permits of any kind, so the
Government wants to require a permit that is no longer offered. That's the worst
Government control I've seen. At leat give us the oppertunity to be able to get
Federal permit of some kind even if it has a limited daily weight. But, you offer
none. To make matters even worse, The Federal Fishery requires us presently to
buy two Federal permits from other Fisherman, at what ever price they choose to
sell, and later return or relinquish one back to the Government. So, you
automatically lose one.
That's rediculous, just so you can sell Grouper, Snapper. Do you know how
difficult it is to spearfish commercially as a free diver? What it takes instead of
hook and line? What side of the commercial industry is the Federal Fishery trying
to protect? At least offer the permits again, even if its for a short time.
