Unbelievable. So you want to equip recreational vessels with an observer AND video monitoring if they happen to be in federal waters fishing for grouper or snapper. What brain trust came up with this one? Of course one could say that this is stimulus in action. For instance... Just imagine how many "observers" will be required for recreation purposes alone. Imagine the training & certification facilities that will be needed to prepare these "observers" for their sacred role in protecting the environment. Also companies to provide & install video monitoring. Just great. (This may even spawn another new business. Refitting & equiping boats with "smuggler compartments".)
