In reference to your proposal:
"private recreational vessels (if fishing for snappergrouper
species in federal waters) to carry an
observer and install an electronic logbook and/or
video monitoring system if selected."
Where do you get the idea that you can force a government monitor or video
camera on my private property without a warrant or probably cause?
If I am fishing and for some reason you think I am breaking the law, go to the DA
and build a case and go for it.
But to station a government employee on my boat or have a big brother video
camera monitoring my actions without first having a reason to suspect illegal
activity is a clear violation of my fourth ammendment rights!
