For the moment I would like to comment on just a single part of the proposed rules, that being the portion relating to "Require" "selected" "carry" "observer"....on a commercial or PRIVATE boat. I must say I am almost speechless at this. Have you not thought this out? Do you not have the least small tinge of this being unAmerican in some way? What sort of mindset does this sort of thing reveal? I mean you could not of at least tried some voluntary means with some sort if incentives to get what you need? Your first effort and idea is to "require"? Is that how free men are to be treated? That's the best you can do? Surely you can do better.................... And if this is the best you can do....well that would explain a lot of the rest of the problems the average fisherman/citizen has with the whole process.
