the scandal plagued us dept of commerce wants to extend a plan (which is totally inadequate to protect bottlenose dolphins) for a few more years. yes, it shoudl be extended and expanded since the plan still allows far too much death to ocur with these dolphins. the plan itself is very lax and negligent and not as fully protective as it shoudl be.
