Overall, the Navy’s Draft Monitoring Plan (Plan) is, in my opinion, lacking in
sufficient detail of methods and approaches, including why some methods were
selected or omitted. The plan as it currently reads is difficult to
follow/read/unclear, particularly Table 1. This is a very important document, which
will guide work on the marine mammal/sonar issue (and will also indirectly also
address sea turtle impacts/monitoring/mitigation) for many years to come.
Therefore, it is important that this document be carefully crafted to answer many
important questions, as well as identify the most efficient and statistically sound
methods to address these questions.
Attached are my major comments and questions on the document in its current
form; these should be addressed before a plan is finalized by the Navy.
