Dear Sirs, As a fisherman/scuba diver/ sportsman I find the rule changes to be very onesided favoring the commercial sector. The commercial sector with its longline fishing techniques take an unprecedented number of juvenile fish and by- catch thereby decimating the fishing stocks. I've personally seen what these longlines do as far as indiscriminate killing of fish. If you want to control the fish stocks, control the commercial interest, not the recreational fisherman. The impact the recreational fisherman has on fish stocks is comparatively inconsequential. If you aren't going to control the commercial interest, the recreational sector should at least be given same consideration as the commercial sector in as much as closed season, and size limits. There should be no difference in seasons for either group. What is open for commercial should be open for recreational, the same for size limits. Thank You Oscar Menendez DDS
